The most frugal thing you can do to save money on your walls is to paint them a neutral color and live with it for a long time.  You can put up wallpaper, but it will go out of date sooner.  Walls should not be expensive for the thrift conscious.

Tips

Lay pictures on the floor and arrange them before putting them on the wall.
 
Use small nails and use a stud find when hanging pictures.
 
It is worth the money to buy small samples of paint.  Color looks different in your home than it does in the paint store.  Painting is a lot of work.  Better to spend a few extra dollars and make sure you are going to like the final result.
